We carry out IT installations and use subcontractors to install cabling to student accommodation. We require an asbestos survey prior to works commencing. I have alot of opposition on this and various documents being sent in the absence of an refurbishment/demolition report.
Can anyone tell me, are there any circumstances in which a management survey would be acceptable, or any other form of report?

What are the various other documents? if it's evidence that the structure you are expected to work on was constructed after 1999 that might be sufficient.

Removal certificates. A collateral warranty. Proof a certain item was tested.
These are all pre 2000 that we are requesting surveys on.

Do the removal certs cover the areas you are looking for works to be done, when was the last survey undertaken and when were removals done?

It's a tricky question because any work which may disturb the fabric of the building requires a R/D asbestos survey. Whilst the building fabric may not be disturbed in the strictest sense you will have to consider whether as a result of the cabling work the operatives may need to remove or go through any potential voids which could contain ACMs. So, strictly speaking for most of the work a R/D survey would be required to provide the ultimate assurance.
You are correct, in that the quality of asbestos surveys do vary from good, bad, to indifferent. The older type I and II surveys are generally not much use in terms of intrusiveness. Another method might be to engage your own asbestos contractor if the survey from the client proves to be inadequate. The cost will either have to be borne by yourselves or the client assuming they agree. Tough choices and your decision alone.

It sounds like the owners of the student accommodation are?. if your unsure of any ACM I would advise the duty holder that a survey needs to be carried out

I think the regs are quite clear when they say for refurbishment work a R/D survey is required.
Management survey does not require being intrusive so may not find anything behind surface decorations.
