H I am assuming that, considering the 30 day and 20 person rule (or 500 man days) that if we are asked to carry out building specifications (asbestos removal) then we become a Designer? Or we becoming a Principal Designer if nominated by the Client?

The role of Designer and the need to appoint a Principal Designer are not related to whether the project is notifiable. I'd guess that's why Ray says your question makes no sense.
