Does a person need to be 'Gas Safe Registered' to carry out gas work for a friend? Or does the person in question only need to be 'competent' with regard to working with gas?

This is what all my colleagues at work is saying but I am reading through L56 and are somewhat confused. Paragraph 51 of the ACOP states;
For the purposes of these Regulations, ‘work’ includes do-it-yourself activities,
work undertaken as a favour for friends and relatives, and work for which there is
no expectation of reward or gain, eg voluntary activity for charities. This means that
anyone carrying out such work must have the necessary competence, as required
by regulation 3(1). However, membership of an HSE approved class of persons
(under regulation 3(3)) is required only by businesses carrying out gas fitting work

As Colossians said their appears to be an anomaly in the ACoP and also the regulations. I would suggest that the HSE would only accept registration with Gas Safe as proof of competency.

I actually asked GasSafe about such a thing over the phone to settle an argument "down the pub" as it were.
I was told that.
All work must be undertaken by competent persons.
The definition of competence was not made, except to say that GasSafe registration is one example.
Any work for monetary gain or in the course of a business must be undertaken by a GasSafe registered person.
DIY gas work is NOT illegal and against the “GasSafe” “rules”, thus in their opinion, not against the “gas regulations”.

That is how I interpret the Regulations when I read them. People within my company who are more familiar with Gas Regs than myself were arguing against this by saying that Gas Safe is a must for all work.......hence the question (we were not down the pub though)
