Walker, not often I disagree with you...the UK is much better. Maybe sanctions in the UK are not as robust as we would like, but we have come a long way from putting the blame on the worker.

The level of penalties for causing a death seem pretty similar to me.
There was nobody to speak in the court for the dead men
"our" law is degenerating rapidly to this level.

Many devious & immoral managers have highjacked "behavioural safety" for exactly this purpose
