Hi All
We are currently using steel pallet stillages and stacking 3 high. They were deflection tested 12 months ago and given a SWL of 1200 Kg. Having never worked with this type of storage system I am slightly confused on the regulations, Obviously LOLER, but would they is classed as a lifting accessory therefore requiring thorough inspections 6 monthly?

I don't think that this comes under LOLER. IMHO LOLER covers items whose primary purpose is lifting. These pallets cannot lift anything, they are themselves "lifted". I would inspect them under PUWER instead.

Thank you for your help. I would assume that from your response that I do not need to put them on our Zurich insurance inspections then? I am still slightly confused on the SWL though, if they are designed to take a specific weight as with chains and slings and the fact that they will be stacked 3 high with 1200 Kg on each, do they not require periodic testing?

Look at it this way - racking is marked with a SWL but isn't lifting equipment, so doesn't have a LOLER inspection. And typically it gets inspected for damage.

Where they do come under LOLER is that they are part of the load - so LOLER requirements for loads apply.

In these situations I arrange for a LOLER Risk Assessment for the task. You can write up a form based on the HSE indg.
The assessment looks at the lift:
1. the lifting equipment e.g. FLT, SWL, thorough inspected, daily checklist inspection, positioning and location inspection, will any accessorie3s be required e.g. chains, slings, and a competent driver
2. the load including pallet, IBC, stillage or cage: is it suitable for the task, inspected, will it be secure during lift, inspect where will it be laid down
