One of our internal trainers has advised our operatives that they should all be issued with a full harness kit and that this is in legislation.
However, our external H&S adviser has stated that not every trained operative needs to be issued with a harness and it needs to be judged on a usage basis, as some of our operatives may only use a harness once a year.
Your thoughts would be appreciated.

Hi Steve,
certainly nothing in legislation to say everyone has to have their own kit. The only consideration is what works for the business, with location / frequency of use being two big factors.
We have about 20 engineers who can need harnesses, and 2 of those need them more than the others so we give them 2 a full set which they keep, and about 8 others in a cupboard that anyone can use as and when required.
the operatives do a pre-use check and I do a thorough recorded inspection every 4 months, although you'll have to use your own circumstances to decide frequency of thorough inspection based on manufacturers instructions, type / frequency of use, history of issues during inspections and also the kind of people who use them - would they report an issue if they had one?

I'd look at exchanging the internal trainer with the external H&S Adviser. ;-)
