Hi,
our supplier of lifting gear used to be our inspector as well. All our thorough examination certs are on site but the supplier would never give us the DoCs as he says we've never requested that. He keeps DoCs on file and will produce them if required. This was quite convenient for us so nobody cared.
Now we're changing inspector and the new company says they can't do the thorough examination unless we have DoCs for the slings.
Is it a legal requirement to supply DoC together with slings? If a cert of last thorough examination is present, is it not sufficient? If there is no DoC or last thorough examination cert, can the sling be re-certified by a competent person or does it have to be chucked in the bin?

My understanding is that it is acceptable to have either DoC dated in the preceeding 12 months or a certificate of thorough examination for new equipment as per regulation 9 (1) of LOLER. When we purchase new lifting equipment we rarely see the DoC as the new equipment is normally accompanied by TE Cert and never had any issues.
In previous employment we had TE's carried out every 3 months by 2 different organisations (i.e each organisation carried them out 6 monthly but they were scheduled in a manner so one or the other was on site every 3 months if that makes sense) and neither party ever had an issue that we didn't have DoC as long as we could produce TE cert.

My understanding is similar but I was confused by the contractor who said he will not carry out a TE until he sees DoC. When I showed him last TEs he wasn't happy with them.

I'd be asking them to show you in black and white in the regulations where it says that this is required as Regulation 9(1) of LOLER stipulates either are acceptable.
Failing that, I guess it's find a different contractor.

DoC is required under the machinery directive 2006/42/EC for any article in its scope place on the market in the EU regardless of where it was purchased from.
Reg 9(1) doesn't really mean you can have one or the other it just details when you can use the equipment with out the TE being complete
