If an e-cigarette were to set off a smoke alarm (they can) could this on any grounds be considered as wrongful use or interfering with a smoking alarm?

I would discipline the manager who cited a designated smoking area that had a smoke alarm!

Yes it could be a form of horseplay i suppose, again depending on the circumstances, where are the detectors sited, is this happening regular by the same individual(s), are the detectors the best ones to use.
What building are you in? Public? Prison, what rules are in place for smoking, including E-Ciggs; this will be different for different buildings.
We have a no smoking policy which inlcudes E-Cigs in the workplace not being allowed; there was a massive debate some weeks ago on here involving Vapour so check that out.
This may be an option to adopt, hard to give better info as we do not know much detail.

We also have a no smoking policy at our premises, which has been amended to include e-cigarettes.
If they want to smoke, go outside in the rain.
