Good morning,
A colleague of mine has been asked to assist in coming up with a statement of 'vision and beliefs' for a Health and Safety Department in a Public Sector organisation. I was asked for help, but wouldn't really know where to start.
Anybody prepared to share some ideas?

The typical way of approaching this is to ask the people who are expected to adopt the vision and beliefs what their own vision and beliefs on the subject are, and then come up with something that is at least consistent with those.

I suggest that this strategic stuff needs to be thought out by the controlling minds of the organisation, not the operational staff. Once the top level stuff is set, it is then up to the H&S Dept to develop ways to achieve what the organisation expects.

To drive this down to Dept level is nonsense, in my opinion, although having experience of working with the Public Sector I am not really surprised by the request. Someone has obviously recently been on a wizzy senior leadership training programme and feels unable to develop their own thoughts!

Difficult one - public sector typically consult a great deal, like each department to have a full range of visions and values, so will want to involve people, but in this case why...? Is it part of a reorganisation, people being unhappy with safety performance or genuinely wanting work to be safer, or is it typical management bull?

Id suggest alignment with overall vision and beliefs, and add something bland about people deserving to go home in the same condition they arrived or something similarly vague.....

If there is need for something more inspirational then there is likely something else that needs to be addressed first.

If for the department - well, it's probably all management **** - but let's assume the best . .
It is for the leaders to articulate THEIR vision. Not for H&S bod!

There may already be 'values' kicking about - very common - so presumably H&S ones should tie up with these anyway.

If pushed into a corner on this ("YOU do it!!!"), then draft 2 or 3 versions, one dull as ditchwater, one what you would like to see if you ruled the world, and one based around existing values assuming you find them. Present these as drafts and ask for feedback for you to formulate as an intro to the existing safety policy. For THEM to sign up to. Not you.

There WILL be a council safety policy - departments can't opt out and do their own thing, all one employer. I assume (hah hah!) that this is already well-known and promoted. There is a tendency for council departments to want to replicate everything in their own way - no need, but maybe to have a particular dept 'spin' on the implementation of that policy.

If this vision / value thing is for the H&S SERVICE, well, off you go with your own dreams! It can't be that you 'will keep everyone safe', as that is not in your hands, but it can be around your service, and your own ethos.

As a cynical observer of Public sector bodies how about:

"We will fulfill our statutory duties and not use lack of money (read mismanagement) as some sort of get out of jail card."

With apologies to public sector H&S colleagues at the sharp end.

Liked that comment, walker. It reminds me of the CATNIP variant cf BATNEEC back in the day. i.e.
Cheapest Alternative Technology Not Involving Prosecution [ I know a number of firms which fit the CATNIP vision] as opposed to Best Alternative Technique Not Entailing Excessive Cost
