External Sandwich Panels & Rapid Fire Spread in Dubai Fire

According to this BBC article from 2013, UAE states have been using what appears to be sandwich panels to clad their high rise buildings. This might just be relevant to the rapid apparent external spread of fire at this Dubai fire on NY eve
The article goes on to mention an IOSH talk in 2012 where the lack of fire investigation and perhaps lack of application of modern fire codes are not being enforced

According to the DM article a few days ago the said panels were not fire resistant and banned from use as construction materials in 2013. It appears the rigorous fire standards applied in the UK is not reflected abroad...as yet.

it will depend very much on their national Fire 'Code' or regulations and the degree of enforcement.
I spent 3 years living in Las Vegas Nevada, which probably has the strictest Fire Code in the US, perhaps bar NYC.
Las Vegas has had a number of hotel fires over the years, including the infamous MGM in 1980 which killed 97 people, mainly from Smoke and CO poisoning.

So it is perhaps surprising that while I was out there in 2008, the Monte Carlo caught fire on the roof - http://usatoday30.usatod...8-01-25-vegas-fire_N.htm
with 17 injured.
Basically, the fire spread quickly along the outside of the building, fueled by the highly flammable foam like material, Exterior Insulation Finishing System (EIFS), used to construct the hotel facade. A spark from a hand held cutting torch being used on the roof of the hotel hit the EIFS and started the fire.
Hints of what we are now hearing about Dubai...

I am afraid I have no experience working in the UAE, but have taken an interest in this and similar high rise fires in that part of the world as I deal with fire safety in a range of buildings across the UK, and several continents.
The UAE Fire Code of Practice is an unreadable 700+ pages long and appears to be a mixture of the best bits of UK, European and US guides (British standards/EN/NFPA respectively). The section on fire rating of external walls & permissible openings starts on page 50 (link below)
They appear to be comprehensive and at least as strict as UK standards - albeit, something badly went wrong on 31st December!
Lets not forget that Dubai's huge growth didn't start until the 1970s, but only really took off in the mid 1980s. There are reports that fire safety 'gaps' are simply a case of an area of the world expanding and developing so rapidly, that although standards and legislation are 'modern', the culture and attitude is often struggling to change as fast. The result is that compliance is not always interpreted or policed as strictly as it is elsewhere in the developed world

Has anyone got detail about what we can learn from the actual evacuation of people at the Address Hotel fire?
Reports indicate that occupants got out of the building ok but the stairs was packed.
Would hugely appreciate info with any safety websites or safety groups in Dubai that might have any information on this?
