Can any one give advice , on requirements conducting annual medical assessments for engineers working in cold rooms ( regular work different clients and cold ranges). I would like to introduce this for a number of the engineer to ensure we have assessment and reviews.

Having issues with some management on why we should conduct,
Any advice would be help full, looked on HSE Web etc.

this does give advise on measure which may be needed after a risk assessment of such work is carried out. Amongst other controls it states
"medical pre-selection of employees to ensure that they are fit to work in these
environments"
