Transporting Marine Distress Flares.

we have the requirement to offer for transport a number (10) of marine distress flares and the consignee has indicated that they will not accept delivery on safety grounds as the flares require documentation from Her Majesty's Explosive inspectorate (competent authority) however the flares have the equivalent documentation form the country of origin (Germany)
we have tried external Dangerous goods advisors but are getting conflicting advise.
Any thoughts from anyone?

They are classed as explosives so will require correct paperwork for road or air transport and meet requirements for marking, labelling and packaging. You say you have paperwork from German Authorities - is this simply to allow the sale/transfer of the articles and not the transport documentation?

Good morning
having received some great help from a Dangerous Goods Safety Advisor, the paperwork required is the paperwork we received from the country of manufacture. The articles have now been shipped, thank you for taking the time to reply.

You will need the assistance of a DGSA - Dangerous Goods Safety Advisor, as already previously mentioned. (Make sure they have experience of explosives not just the DGSA exam)
You may also find that most transport companies will not be able to carry these due to their classification.
You will also need to clearly identify your product, the quantity, method of transport (air, sea or road) and end location, each country has different rules regarding the transport of explosives.
