Temporary Smoke Detection in Common Areas of Buildings

In lieu of a residential property having a hard wired smoke detection system in common areas, is temporary battery powered detection with regular inspection and testing reasonably practical until the unit can be installed?
The Regulatory Reform (Fire Safety) Order 2005 requires appropriate fire detection where necessary, however I am aware that temporary alarms are not compliant with British standards. Another concern I have is that RTM directors may perceive this measure as a suitable long-term solution, or simply become complacent and reliant on the temporary measure.

The Responsible Person will be best placed to make this decision and the hard wired solution will be the one normally applied.
However, if there are residents already in occupation then the temporary option is better than no detection. But, your concern regarding the temporary becoming permanent is likely arising from your own knowledge of the organisation's directors and the situation must therefore be very tightly managed.
If the fire system is being installed in a new-build or conversion then it may be prudent to wait for the full system to be in place before allowing occupation.
