Good Morning All, last year my company started carrying out a full HAVS screening process (Tier 2), from which we had a couple of Tier 3 and then from that some full Tier 4 diagnosis. The HAVS were caused from using angle grinders etc historically, the HSE investigated as we put in a few RIDDOR's and they were perfectly happy with what we do now. One of the guys with the diagnosis has had to have carpal and cubitol operations on both arms and had several months off work, fully paid etc. Whilst he was off, a staff member from the office left the company so his job was offered to the chap who'd been off. It was a genuine offer and he was a perfect match for it. My question is, I believe we should now give this chap annual Tier 3 assessments as he has a vulnerability, even though he no longer uses vibrating tools in any way. I feel the assessment would just give us peace of mind that everything is ok and assure him he's being looked after following what has been several pretty painful months following the op. The Operations Director feels that this is a waste of money and now that he isn't exposed to vibration then it isn't our responsibility, if anything were to develop its not works fault and would be between the employee and his own GP / specialist. I can see his point of view but it doesn't quite seem right to me. Any thoughts or advice would be appreciated. Thanks Steve

I have to agree with your Ops Director. It would be prudent to conduct an "exit" occupational health assessment though.

Tier 3 havs may not be warranted seeing as exposure has ceased, however it may be prudent to still provide regular health surveillance to ensure that his new activities / role (DSE?) is not affecting his recovery or creating any new issues (given his vulnerability)

Have you considered the annual health screening questionnaire from the HSE? Get the employee to complete this, review the answers and if there is anything of concern refer them on. We also had a recent visit from the HSE regarding Vibration.
