I've been tasked with reviewing our car policy which has not been reviewed for a number of years!!!
I've been requested to keep it short and to the point, e.g remove legislation as this may change and just include a statement that all employees have a duty to comply with current legislation and familiarise themselves with the requirements of the highway code. (we will provide a copy of the highway code).
I'm uncomfortable watering it down to as basic as this, as it will not provide sufficient instructions/information (or will it??)
I've googled examples which are very lengthy covering everything from tyre pressure to adjusting headrests, but as a driver this is want you do anyway, you don't need it in the company policy.

Company car or private, or both - as it does make a difference
If the policy includes private cars, you need to consider defining what you (the employer) requires to ensure safe vehicle use, i.e. limited driving hours, insurance level, roadworthy vehicle, vehicle tax, breakdown cover etc. and these should all be referred to within the policy.
As for legislative reference within the policy, this is not strictly necessary, providing you cover the requirements of the affecting regs. in your wording.
The policy is there as a statement of intent from the employer and you should consider providing the direction , instruction for the employees affected seperately in a dedicated Driver Handbook or procedures - this or these documents should detail the safe systems they need to adopt whilst driving for work, hope this helps.

- but that can be done with one sentences, can't it? "Where employees use their own vehicle on company business, the employee is responsible for ensuring that their vehicle is roadworthy and legal, including appropriately insured for business use." Our policy says something like that, everyone signs to say they agree before they first use their car, and they reconfirm it more-or-less annually.
