Can someone please enlighten me with regard to this incident?

On last night's news, it was reported that the HSE have now been called in about this incident in the swimming pool.
My question is this?
Why are HSE getting involved? I was under the impression, and if my memory serves me correctly that the local authorities are responsible for HS&E matters for educational institutions, or is it a case of they are but only for council run schools and colleges?

The school appears to be run by the Local Education Authority - part of the Local Authority. So the LA is responsible for H&S matters as they are the employer, ie the dutyholder.
The LA Environmental Health Officers cannot enforce H&S law in their own organisation. So the enforcing authority under the HSW Act is the HSE.

On a separate matter. Who polices the HSE when something goes wrong inside their organisation, eg: one of their inspectors gets injured at work?
Do they have something similar to the police like the IPCC?

Ah, the old "Quid custodiet ipsos custodes?" conundrum.
As I understood it, the HSE and LA's had a reciprocal agreement for their offices. I'm not sure if this also applies for site visits, but I suspect it would. I'm also not sure if there were any changes post Lofstedt.
