Most AED units have scissors supplied within the kit.
The information I supplied was from one of the most competent professional Paramedic Instructors within the Republic of Ireland.

I should have known you knew it all.
I've just been present several times at the "event", and using scissors is not on the first responders list.
My humble, abject apologies.

Hand position as per UK Resus Council Guidlines:
Place the heel of one hand in the centre of the victim’s chest; (which is the lower half of the victim’s breastbone (sternum))
From personal experience of frontline care, Mid nipple line can only be relied upon on a Male with an athletic build.
A 70 year old Female with pendulous breasts will not have the correct position for chest compressions at Her mid nipple line.
Shears are provided in most PAD defibs.
Cut through the blouse and the bra.
Apply pads as per instructions, and do as the defib tells you.

According to my Tame Defib & First aid instructor the easiest way to tackle ladies undergarments is to cut them up the side.
He dresses his "Recossy Annies" and "Fat Fred" for added realism when delivering FA training, students do seem to appreciate this.
