An employee was found to have worn safety boots and another found to have a torn zip on his trousers, our new freelance health and safety officer raised concerns over these 2 issues of PPE. The employees are given the time at the end of shift to declare any issues like concerns of PPE and also when there is safety checks during their working day. Both employees had not declared any issues with their PPE identified. Is this likely to reflect badly on the management due to the fact everyday they are given time to declare this?

No but it might be worth communicating thie procedure again and ensuring that all employees are aware of it.

Sometimes it is that people become complacent not because they can't be bothered but because it isn't bothering them at the time. Also if they are given time at the end of the day do they need to clock off or are they just using the time a different way.

They generally are the last employees to come in at the end of the day and are never in a massive hurry to leave..so have plenty time to declare this...
