I have a lot of workers who wear turbans, and the noise levels are 85-87 they say they don't need to wear ear protection as the turbans muffles the noise, I don't agree so any comments appreciated

Terry, Is the noise 85-87dB for 8 hours a day every day or just for periods of time when machines or tools operating?

Your employees are taking the proverbial - a turban may have religious exemption regarding riding a motorcycle or working on a construction site but it is not a device recognised for hearing conservation. You must either reduce the noise at source or implement and enforce a hearing protection policy. Given your circumstance I would include a line requiring employees demonstrate they are wearing ear plugs when requested to do so in support of the policy.
