Does there need to be an appointed person when using a excavator for lifting? I know it has to properly planned etc

The majority of the main contractor groups do require a lift plan for lifting using an excavator.

The reason I ask is I questioned whether we should have one but was told that this was only for cranes. My belief is we should have one to plan the lift properly and leave it to a slinger
