IED and IPC Licences - Is there a Difference

Hi All
I need some help
is there a difference between these 2 licenses (IPC/IED Licenses)?
Because within the first schedule of the (Ireland) EPA act 92-13 it states that:
"12.2.1 The surface treatment of substances, objects or products using organic solvents, in particular for dressing, printing, coating, degreasing, waterproofing, sizing, painting, cleaning or impregnating, with a consumption capacity of more than 150 kg per hour or more than 200 tonnes per year."
However the below seems to contradict the above but the above seemingly is IED and below is IPC
"12.2.2 The manufacture or use of coating materials in processes with a capacity to make or use at least 10 tonnes per year of organic solvents, and powder coating manufacture with a capacity to produce at least 50 tonnes per year, not included in paragraph 12.2.1."
My company uses 52 tonnes of a lubricant with 90% of it is an organic solvent so Im not sure which route to take - if I go IED (12.2.1) we will not need a license but if we go 12.2.2 we need an IPC license but if you look and compare both licenses they are very alike - so Im confused!!
Any help Id appreciate
