Wasn't 31st July Royal Assent with commencement cited for 31st October?
The first date being entry to statute and the second the date of enforcement i.e. offences applicable

31st July was the Royal Assent.
1st October was the statement of which existing regs were classed as relevant statutory provisions
1st Januay 1975 was the start of the HSC & HSE
1st April 1975 was the start of all other Sections. This was the bit that employers etc had to comply with.
Always thought it 'funny' that it became essentially became effective on April Fools Day.
Take care

Paul,
Just to clarify, an Act becomes law on the day it receives Royal Assent. However, the important date(s) is the date that it comes into force. Until it comes into force an Act while a law cannot be enforced and there is no duty to comply with its provisions.
The HSWA became law on 31st July 1974 but none of its provisions came into force until 1st October 1975 and then in parts through to April 1975.
I trust this helps.
