Does the landlord have to provide a 5 year electrical certificate for premises that are being rented out as a tenancy agreement. The building is staff residence and connected to the main centre.

The requirement is that the installation is safe.
The other requirement may be that instigated by your insurance company, or that of the landlord.
The next one is the requirements of the rental agreement, this would be a contractual issue, and could require either party to undertake the upkeep of the electrical installation.
Plus there is no requirement in law for the certificate, and it is not necessarily 5 yearly, this depends, 5 yearly is taken as the base point for commercial installations in BS7671 & associated guidance, but, it is not set in stone it is down to the competent person undertaking the design to specify they interval to the first inspection, then down to the competent person undertaking the inspection to define the time to the next.

In addition to the above, a domestic premises would have it's EICR done on a 3 yearly basis not 5.

Domestic property EICR is every 10 years

Peeps, these figures are not set in stone, these timescales are merely suggestions, so please don't quote them like they are statute law, they aren't.
They aren't even in BS7671.
