I have been asked by the owner, a friend, of a small garage who specialise in the above to review his RA programme. They had no RA in place for the above hazard. This is an activity they do 24/7 from small minor roads to motorways! I have looked into controls for this maintenance activity online, limited assistance though in what I could locate. I was wondering if anyone has direct experience of these controls they would share please.
For now I have suggested always park the repair vehicle behind the broken down vehicle minimum 100ft away (to act as a buffer), exit repair vehicle from kerb side only, hazard lights remain on , put large warning triangle another 100ft behind the repair vehicle. Wear clean hi viz jacket and trousers at all times.
I think a bank of flashing amber lights should also be attached to the rear of the repair vehicle and activated when a repair is in progress. Currently the repair guys operate from a van!

I realise that you are in the Republic but the principles of "Chapter 8" (including as regards conspicuity standards) could be applied, including as regards assessing whether the repairs are

Short duration - up to 15 minutes

Medium duration - 15-90 minutes

Long duration - >90 minutes
