Is it a SPECIFIC legal requirement for an employer to carry out an annual service of all gas appliances in the workplace?

also -from ACOP L56 Gas Safety (Installation and Use) Regulations 1998 295 Effective maintenance of appliances usually involves an ongoing programme of regular/periodic inspections, together with any necessary remedial work. In the absence of specific manufacturers’ instructions, effective maintenance should include as a minimum: (a) examination of the physical condition and safe functioning of appliance(s), installation pipework, ventilation and any flue for deterioration; (b) carrying out performance tests; (c) and taking the necessary remedial action.
Note the term regular. Anything over 12 months would definately not be considered regular

(3) Without prejudice to the generality of paragraph (2) above, a landlord shall—
(a)ensure that each appliance and flue to which that duty extends is checked for safety within 12 months of being installed and at intervals of not more than 12 months since it was last checked for safety (whether such check was made pursuant to these Regulations or not);

If you are owner/occupier I do not believe it is a SPECIFIC legal requirement for an inspection. It is a legal requirement to maintain the equipment in a safe condition and proving this without inspection may be difficult, but unless you are a landlord then you do not have to have annual safety inspections by law.
If you are a landlord, however, then yes, inspection is mandatory.
