Accredited Contractors Sub-contracting works

Hi All I know the answer to this one or at leats would I would be doing but I just wanted some other opinions on what others do in the following situation before we have a round table discussion. Accredited contractor (Chas in this instance) agrees to work on site submits RAM's (not checked by safety office), operatives arrive on a live site sign in and start work, work for two days finish one job and go away and come back Monday. Same company cmes back Monday different people sign in and work starts half way through the day they strike an LPG pipe. Work stops. Investigation starts and quickly we realise the people doing the work aren't the compnay accredited or that we have raised the work order with. Questions have been raised about the actual job itself.
Job is simple fence round LPG tanks to ensure 1.8m chain link with two gates. So my question What do people do in this situation with contractors subbing out work to non accredited persons?

It depends on what the contract says... If the contract doesn't specify supply chain management controls, then you're stuck with whoever your contractor subs it out to.... If your contract doesn't specify standards of accreditation or pre-sub checks... then you're stuck with the cheapest subbies the contractor can find...
