Hi,
Quick question, do I need an abrasive wheels ticket to change the blade of a cold cut chopsaw?

Quick answer - No
Chop Saws have a toothed blade rather than an abrasive wheel, so no AW ticket is required.
However, still come under PUWER, so would need to be "competent" in changing a saw blade :-)
