Does anyone have advice on assessing Italian Electritians competency. For example do they have equivalents to Uk aprentiships, city&Guilds etc.

If the Italian Electrician has qualifications that he has received in Italy, the individual could send copies of his Certification (Qualifications) to UK Naric. They are a designated United Kingdom national agency for the recognition and comparison of international qualifications and skills. It performs this official function on behalf of the UK Government.

If you have to do something yourself, then if he is competent, then he should be able to pass an exam on BS7671 without doing the course, so he should be able to sit the exam without training and pass, it is open book after all! So book him into an exam, get a book from the exam centre and if he doesn't pass then he's not competent to work, he needs to do the course. The other thing if he is competent to install, & I&T his own work is for him to sit the C&G 2394 or EAL equivalent exam without the course, so you could get him to do that too. If he fails then he needs the course. Neither of these would give me any confidence that he was competent to do EICR's as to competently do an ECIR, one must have above average competence and experience in the requirements of the current version of BS7671, and that of the time of install, and that in force when any alterations had been done, along with enhanced experience of the installations methods used. I doubt that a person coming into the UK, would have these qualities. If his English is poor, then IMHO he is not competent, becase regardless, accurate, correct and precice terminology is essential in communicating such safety related information.
