Does a jacket issued by your employer come under the PPE Regs or The Health and Safety and Welfare Regs 1992 regarding it is not suitable for adverse weather?

Why has it been issued? Wet weather, cold, Hi-Vis or combination thereof? Or is it merely uniform? If it is hazard control then it is PPE

Well it could be a jacket to be worn as workwear but not suitable for adverse weather i.e exposed to cold wet weather.

As asked above. You need to determine why it has been provided. Such equipment is only within the P.P.E Regs if it is provided as part of the employers risk controls. The relevant risk assessment should identify the need and a proper solution.

If it has been provided as part of a required protection from bad weather then it is clearly not fit for purpose. It therefore needs replacing with something suitable.

If on the other hand it has been provided as uniform and NOT as wet weather gear then it is not P.P.E. and therefore, once again, you would need to revisit the risk assessement to check what is specified for P.P.E.
