I have a number of a frame racks and harp racks used to store and move glass. The SWL is 1700 kg. Currently we pay £50 per trolley to have them annually inspected but we would like to do this work ourselves. What training / certification would someone need to be competent to do this.

Inspected for what?
Im guesing you are doing this under PUWER to try and make sure they dont collapse. Any inspection should follow some form of of shedule, think of lifting equipment or pressure systems. Find out what the people you are paying are actual checking, this will help you decide what compitance is needed. If you dont get a report, or simply get something that says "its been checked and its OK" then you could be wasteing your money - how do you know this outside sourse is compitant?
I dont think you will find a specific qualification for this type of equipment from looking at it on the internet.
OK i give up where has the spell checker gone?

The companies Insurance provider might be able to assist you with line of enquirey. When I worked in a very busy Multi Temperature Logistics company (Freezer Warehouse/Ambient ), Rack inspections would be required once a week or (more if a collision with a FLT had occured/reported). The problem can be nobody reporting damage, it might not be such an issue in your Workplace, but bringing ownership back to the shopfloor operatives and frontline management is better culturally. And supplemnet that with a Yearly inspection untill your people feel confident and capable to take this on also?

Why not ask to see the Certification and/or Training Records of those that do your annual inspection, and then look at signing up for the same course[s]?
