Hi please can anyone clarify if a lifting beam used to hoist equipment up through into a lift motor room would come under LOLER and require inspection every year?

A few people in my work have different opinions and just want to make sure i'm correct before I speak to people above.

Also it would be our responsibility to get these inspected as it's our equipment wouldn't it? Not the contarctor wanting to use it?

I have referred to the HSE guidance but just want to double check.

I'm not an expert, but my understanding is that it is a piece of lifting equipment and therefore subject to LOLER.

In my experience, when a lift is inspected (thoroughly examined) the lifting beam is done at the same time.

LOLER applies to the person who proivides the equipment, so I would ssy that it is your responsibility and not the contractor.

I'd be interested to know if this is in line with your own thoughts.

Yes it should be.  It would come under a statutory inspection by an insurance engineer and depending on how it is secured to your structure, either by bolts or welded depends again on the inspection.  A simple crack die test for welding and bolts should all be torqued to an approved level.  Essentially its acting like a crane is it not?  This is why it needs to be statutory inspected as does all your lifting equipment including hoists.  It should also have clear SWL or WLL marked on it and a test label.

Its also a good idea to keep a resgister of all lifting equipment which needs to have a statutory inspection.

Check out British Standard BS2853:2011 for more info and LOLER of course.  Responsibility is that of the duty holder.

The lifting beam you describe meets the definition of lifting gear as defined by LOLER and is therefore subject to the inspection and thorough examination requirements as set out in the Regs. Assuming you are using it in a workplace or have employees, of course.

Yes the lifting beam should be inspected and a suitable qualified person will then issue cetitfication on a annual basis.

The onus as stated on a previous reply is on the duty holder not the contractor, the contractor would ask to ensure the lifting beam has been checked and ask for a copy of the certification, he/she may even ask for evidence that the person carrying out the inspection what make him/her qualified to do so

Just my thoughts

Yes, they definitely need doing. If your located in the midlands I would quite happily come and assist myself
