Hi all, just want to reassure myself I am interpreting a guidance document correctly about needing to RIDDOR report an accident. 

A college student got a bit of rusty metal in his eye when working on a car in his motor vehicle lesson. He went directly to hospital with his mum and had treatment to remove it from his eye and was given antibiotic eye drops. Note: His sight is not effected permanently.

I have looked at the HSE document EDIS1(rev3)http://www.hse.gov.uk/pubns/edis1.pdf Incident reporting in schools, and I believe I need to report it under the requirement of section 2 (an injury that arose out of or in connection with a work activity and the person is taken directly from the scene of the accident to the hospital for treatment, however the next paragraph goes on to refer to specified injuries and states it only relates to employees. I am thinking that it is the directly to hospital for treatment bit that means I need to report this and not the injury classification.

Any guidance on the interpretation of these statements would be appreciated.

Yes, under RIDDOR this is reportable.

The paragraph regarding specified injuries is just highlighting the fact that they do not apply to non-workers.

Injuries to non-workers (pupils, visitors, members of the public) are only reportable if they are taken directly to hospital from the scene of the accident for treatment to that injury, examinations and diagnostic tests do not constitute treatment.

You're right, reportable, not only because of being taken to hospital, but also due to the work activity taking lace - whether supervision, PPE not being used, incorrect working practice.

The reference to specified incident is clearly telling you that they are only relevant to employees
