We have an excavation at 2.4 metres which has been shored up with a proprietry shoring system. UK Power Networks need to get in the trench to pull cables. However, they refuse to enter the trench without seeing a Temporary Works Design and inspection certificate. Standard job, nothing too complicated.
Is this correct? Any advice greatly appreciated. Thanks...

Hi Frank, Yes there should be an inspection regime, have a look at: http://www.hse.gov.uk/pubns/cis47.pdf. The inspection should take place at the start of every shift, after any event that could have affected stability (such as heavy rain) or if you notice any earth movement or falling. With regards to the design, although it is a proprietry system, someone, somewhere must have assessed the requirements and made calculations as to what consitutes sufficent support in terms of weight and what the ground is like etc. Who has calculated the loads and the support system? Structural engineer most likely?
I don't think you would need a Temporary Works Coordinator on this job as it does not sound like a complex excavation.
Other things to consider is have you got a resuce plan in place? have you got gas monitor?

If you have hired in the proprietry shoring equipment just ring the company who hired you it they will have it. Most proprietry shoring equipment have sufficient FoS built in to cope with environmental changes such as rain,snow etc.
Not sure about the "inspection certificate"...do they mean something off the hire company or your inspection records.
