Can anyone advise if employers who use volunteers have to provide their PPE or are they allowed to ask that volunteers bring their own?

Also are there any useful guides on managing volunteers?

Application to non-employees:

Although these regulations do not apply to people who are not employees, for example voluntary workers, children while in school, students at university and visitors to worksites; there is provision within section 3 of the HSW Act that requires every employer to ensure, so far as is reasonably practicable, that persons not in their employment but who may be affected by the work are not exposed to risks to their health and safety. If employers are required to provide PPE to comply with a section 3 duty, by following the requirements of these regulations they are likely to do so, for example having a stock of hard hats, hi-vis jackets or disposable overalls for the use of visitors. The regulations do apply to trainees and students on work experience programmes.

Are you refering to managing volunteers from a H&S aspect or in general? I'm afraid you will have to refer to our friend Google for this. There should be enough guidance from various sources such as Charities.

Hi Roz

It is a broad question and the answer is partly dependant on the activity and risks involved. As Mr Curious has illustrated, health and safety law does not normally apply to volunteers or charities, unless they employ at least one person and then they become an employer with the full weight of the law.

To answer your question specifically, it might not be unreasonable to ask volunteers to provide their own PPE assuming of course they have it. However, it could also be argued it is not unreasonable for the volunteer organisation to provide PPE. If it was PPE like sturdy rubber soled footwear or gloves ok, but if it was more specialised like a hard hat, or hi-vis vest, then I think it unreasonable to expect volunteers to provide their own.

I would echo the previous poster statements and also ask what you would do if a volunteer arrived without the PPE? Would you pack them off?

I would suggest you at least supply general use PPE if possible - hig vis vests, hard hats - which provided they are cleaned can be shared, rather than the individual getting to tke them home and never volunteering again.
