Hi All, Is there anyone with knowledge of ELIT assessments? Just wondered if you always state a 2nd person to be there? It is not something i have ever put down before as i have always been satisified with the control measures in place. Please note we only live test for NICEIC and have all the usual control measures in place also same risks and controls when we are doing a periodic inspection ( which we wouldnt send out two people) Apart from Live testing we dont do any other live work at all. Would be interesting to hear other peoples views.

I would personally expect another person to supervise. Live works on a high voltage systems surely requires a permit to work and additional measures should be in place like supervision, emergency plans, Safe Systems of Work etc?
Lone working opens up a can of worms in such high risk activities. A safety policy within this area would be difficult to establish as the controller measures would not be sufficient. I feel that it is not practicable to carry out these activities without the 2nd person to raise alarms and supervise as such.
I'm sure many other valuable comments will follow.

Yes misty, I have intimate knowledge of EFLI testing, I do it, I have taught it and I have examined people to do it at C&G level. Not necessary always to have a second person, but sometimes there is. Let me give you an example when I would not consider it necessary, BS1363 socket outlet in an office, all test equipment complies with the required standards, is suitable and sufficient, which it should be at all times, the test lead is a proprietary lead which has touch safe connections to the meter, and the user is competent. The connection between the test lead and the socket is a BS1363 plug. Thus there is no more danger in doing the test than there is plugging in a kettle and making a cup opf tea.

Gary, Yes working on HV systems is dangerous, but, the OP mentions the NICEIC, they do not monitor works on HV, BS7671 does not cover HV works, HV is a very specialised area, and has to be well controlled as it does not take prisoners, it kills. Remember anything up to 1000V a.c is LOW VOLTAGE. 230V single phase and 400V 3 phase are LOW VOLTAGE. There are simple ways of undertaking live testing withoug exposing the tester to any more danger than the man on the Clapham omnibus, however, there are times when the testing is quite hazardous and does require careful management. No single sweeping statement can be made.

Hi all (and Paul :-) ) And before any Earth-fault-loop-impedance testing is carried out (or any testing for that matter, a visual inspection must first be carried out and the earthing system and enclosures must be verified as being in place.

Live testing in itself is not an issue at all.
Working with exposed live conductors is where extra precautions are needed.
E at W regs says this should only take place were unavoidable, unfortunately sparkys translate this to mean inconvenient.

Re the responce from Walker: my advice would be to contact Paul or myself via private and not pay too much attention to glib comments no matter how well intended. Paul S is a very much respected Inspector/Tester and Teacher and I would listen to his words and follow his advice. Bob H. ( a bit of an electrician myself) :-)

Thank you for all your replies. Yes we do not work on High Voltage, however we do carry out testing, The NICEIC require live testing to be carried out in order to produce certification however i have never known a second person to be present hence my question. All the usual control measures are stictly adhered to.
Again i feel this will come down to what the client wants and this is a first for me asking for a second person,however reading between the lines i believe the person reading the RA has no electrical knowledge and therfore has automatically deduced second person is required!
