Hi JokerJokes,
I see no reason why you can't get a replacement, just contact IOSH directly: http://www.iosh.co.uk/About-us/Contact-us.aspx
Having said thatwhy use is it for your ex-employer to keep this. Sounds a bit childish to me

I worked with companies before where they keep all the certificates, I think its because they think they are entitled too even though the worker did the course. I just give them to the guys when i get them after scanning a copy for my records. As WatsonD said you can get a copy for a minimal charge, Did you do it via a Trainer or similar?? You may have to apply to them direct

If you have a lot of training certificates that your old employer won't let you have you could always make a Subject Access Request under Section 7 of the Data Protection Act specifically asking for copies of all training certificates they hold for you. They can charge you a maximum of £10 for this but if you have lots you need copies of it could be cheaper than paying lots of fees for duplicate certificates. Your old employers will have 40 days to comply with your request.

today I receive answear from my previous job, so I must find different way
"I have enquired with HR about your ISOH certificate, They are having a difficult time locating it, The last communication they had with yourself was asking for the course feedback form to be completed, This was not returned to HR as requested, I can’t help but think that had you left under better circumstances and not tried to black mail the company into giving you a contract and an immediate pay increase that things may have finished better, I will also point out that Ricor paid for you to attend this course to fulfil your duties while working for Ricor and as you left without giving us any notice at all I think your request is at best ambitious."

I agree with scot,
In my opinion any company must provide information about the person requesting data or information that is held about them to supply this and as posted they may charge £10 for this.
I think that you should look up the legislation and rewrite or contact them quoting the requirement.......afterall this is your certificate.
I am more familiar with companies that take copies of certificates/qualifications so without researching further I would not like to comment further
Hope this helps
