Hi all,

Does anyone have experience with overseas travel policies?

If so, have you written any procedures regarding what to do in the event of a staff member going missing while abroad?

Have produced something myself but would like to see if anyone has an alternative steer on it.

Thanks

The Open University have a good Overseas Policy which you can see here http://www.open.ac.uk/foi/main/sites/www.open.ac.uk.foi.main/files/files/ecms/human-resources/e/expenses/International-Travel-and-Assignment-Policy-HRP062.pdf  perhaps get a few ideas for your own template.

You say about staff members going missing? As you will be aware there are countries which value western hostages, to use a a bargin chip or for ransom. I would advise to check the Foreign and Commonwealth Office website to see if any particular information is held about the country your going to.

https://www.gov.uk/guidance/reduce-your-risk-from-terrorism-while-abroad

You can also check by country here https://www.gov.uk/foreign-travel-advice

You may also need to remember that some Travel Insurance will not cover for countries that are on the Terror Alert List, so it may be worth shopping around as opposed to just taking out bog standard Travel insurance.

Hi Russ,

We have people overseas, including in countries and situations classed as extreme risk. We have a comprehensive overseas security framework, but since it's not my document I don't think I can share it with you.

It starts with being authorised to travel (all overseas travel, even to Europe or the US needs security authorisation). We have a security briefing, and online security training (again, even people travelling to safe destinations need to have done the training). There is a requirement for a risk assessment in all cases. Every person delegated overseas needs a designated contact within the organisation in the UK who knows where they are going and what their expected timetable is. If they're going to high risk or extreme risk destinations then they have to check in to a prearranged schedule. We always work with partners, so if one of our people goes missing we have a prearranged plan with our partners. It doesn't always work, a few years ago one of our people was kidnapped and executed. If somebody does go missing we have an overseas incident framework plan, and a board is convened to manage the incident (members are pre-selected and trained, and they practice).

Basically, it comes down to intelligence, planning, training and tracking. Then acting very quickly if you lose sight of somebody.

Because of our work we have a security adviser full-time, so it's perhaps easier for us,

John

Thanks John, I used our existing policy and IOSH safety without borders as my guide. Withouth the exception of security training, I have all of the areas that you mentioned covered. What would be very useful, is an outline of a procedure to follow if someone goes missing?

Sorry Russ, I haven't got access to our Overseas Critical Incident Management Procedures. They're not secret, but we've updated our Intranet and I suspect they've fallen between some gaps in process somewhere... I do know that the way to think about it is just in terms of managment of major incidents in general. In our case the plan is invoked no more than four hours after  afailure to make a pre-arranged contact

Well, i don't plan for travel and i does not use any specific agancy or travel agent to travel. I just buy ticket and travel. Also i only trust on Govt Agents and staff for this.
