Novel. 10 storey renovation. Means of removal of unneeded materials: throw out of window. One side of building: hospital car park (2 metres) Front of building: road (20 metres) Rear of building: internal hospital road (0 metres) Sad. Phoned local env health: "not our problem sir, complain to HSE" Emailed HSE. Got reply: "not our problem sir, contact your local authority" Person sending HSE reply, uncontactable by email/phone/letter. Bland, throw-away comms. Sign of the times. Next channel: local press. Still, not far to go when the inevitable accident occurs. A&E is 100 metres away. Did I mention...no hard hats..no boots (trainers)...doing car repairs in the building compound.

Contact the estates department or similar directly for the hospital and explain what you have done here (minus the local authority and HSE replies) That should kick them into action.

Not entirely surprised, sad to say. I tried to get some interest in a roof replacement where the tiles were falling into a shared courtyard. Highways department, local authority, HSE - I might as well have told my kitchen wall for all the interest I got.

You could try the HSE online complaint system.

Last time I used this someone actually rang me up!

Ditto. Quite shocked when I described what I had seen. Then I got an email saying "nowt to do with us, contact the council" Back to the council and "definitely HSE, try their online incident report" Oh well..

Just got off the phone..to the planning dept. They have had reports of unauthorised works, but their enquirers have not elicited any reply! We have not regressed to the 17th century have we?

As an ex HSE construction inspector, this shocks me.

If it's construction activity, it falls to HSE, and Complaint line should treat this sort of info as a priority, especially from an 'educated' source, such as an H&S professional.

Of course, all the good inspectors have left........ :-) and HSE are short staffed, but even so, this type of info is key - High risk sector, and bang on HSE's priorities, and an ongoing risk

Such a shame.

Attacked on another front. Rang local planning. Talked to a quite well informed person. Apparently, several warnings have been given to the contractor about "unauthorised" and "unplanned" work at the site over several months. There is currently no planning permission in operation, and none has been applied for. The building is a ten-storey ex-residential block that was closed due to it being condemned for occupation. As of yesterday, planning are going around, and highways are examining "issues" with grab-trucks operating on a public road. Environmental health are not interested "not our remit mate" HSE are not interested "councils problem" Local press have been informed.

Beggars belief that HSE would disown an obvious construction project. I'd be tempted to send a letter with photos addressed to the local construction principal inspector.

HSE seem to have themselves well cut-off from sensible enquiry via contact centres and (frankly useless) on-line complaint systems.
