Hi all, Apologies from the off for the vagueness of this post but I will give you guys all the info I have. I have been contacted by another team regarding them having an artist come in and erect a temporary structure/piece of art in a cloister area in our building. I dont yet know what height the structure will be but know it will be made from Clay, paper, pulp, hay, rope, string, plastic bowls, old cloth. Before I give my seal of approval, what areas of safety would you guys suggest need considering prior to this going ahead. I have some idea but I would really appreciate your though.

I think you need your other team to give you some more information to enable you to assess whether this art work could be a source of danger to anyone nearby if it collapses during installation, display or dismantling.
If yes to the first or third perhaps you need a Temporary Works Co-ordinator and TW Supervisor!!

Hello Russ, I am guessing this is a tempory instalation for an event or simular? Areas of attention I would be looking at are as follows Materials / Constuction Do these pose a fire hazzard? Have they / can they be treated with a fire retandancy product to make them less flamable? Are the materials safe to use in a public enviroment? Is it free from sharp edges that may injury a visitor? (Dont forget small children!) Are there any materals that have particular H&S issues being used? How tall is the structure? If it was to fail could people be injured by it? Once it is installed how close can the public get? Can they interact with it / walk under it?
Instalation / Removal
Ensure that the area during instalation is kept isolated from the public. Are the people installing it competent to do so? Look at the processes they are using to constuct the piece, any work at height? Hot Works? Power Tools? I would suggest the build process needs to be manged carefully. Appoint someone to supervise it onsite, keeping an eye out for things like; poor housekeeping, blocking exit routes, leaving the site unattended / unsecure. There are just a few pointers of things. I would expect a suitable and sufficent risk assement from the poeple installing the piece to cover those, if they don't, or they can't provide one, then the alarm bells should start ringing! Just in case anybody thinks you are going overboard with your assessment - point them in the direction of the Dreamspace incident that involved fatalities. Failure by local authority to adequately assess a temporary art installation on their property. See http://www.bbc.co.uk/news/uk-england-tyne-13412491 If your cloisters are part of a church, Ecclesiastical Insurance have some guidance on the matter I believe.
