ISO 14001 transition - 4.2 Understanding the needs and expectations of Interested Parties

Good afternoon,
I have been tasked to transition our HSE Management System to the new ISO 14001 2015 Standard, however I am struggling to find a method to determine the relevant interested parties and their needs and expectations.
Is it a requirement to have a register of all interested parties (and their needs and expectations) relevant to the EMS in order to have documented evidence of the process used to determine which of them become our compliance obligations ? Or do we satisfy the requirements set out in the Standard by simply keeping a list of the requirements of interested parties which form our Compliance Obligations ?
I was also wondering whether if consultation of the stakeholders is necessary to determine the parties 'that can affect, be affected or perceive iteself to be affected by our decisions and activities' ? If so, could anybody please advise me on a manner to fulfill this requirement.

I would have a look at the objectives in your environmental management policy and also look at the impacts and action plans. I have not mentioned a register in our EMS.

When I searched for information on the various standards I found there was more guidance for ISO9001 which has similar clauses. You may find searching on this may help. There are a couple of links below that may help.

I would say by the time you have determined your interested parties there will be a list (not necessarily a register) and what they are interested in. So, I guess it is just semantics if you call it a list or register or working document.
I would say you only need to consult if you feel you really need to in order to understand / be aware of their issues. So not compulsory in my view. ie enforcement bodies will be interested in your compliance, now that may be formally put to you with a need for a permit or simply compliance with legislation. You don’t need to talk to them about compliance with legislation, just list out as you already have done what is applicable to your organisation and how you control (already in previous standard). If there is a local action group you may feel it appropriate to go talk to them.

We are certified to the 2015 version of 14001, there is no need to create any register, what I would recommend however is including this particular requirement within your annual management review meeting, it can sometimes be surprising what (or who) others will suggest, this could also be part of a recorded risk review? If this meeting is attended by those with ultimate control of the business it can also assist with the 'leadership' element of the new standard. Regards Nick

Are you sure you have the right ISO? For H&S it's ISO 45001 - but it's still only in draft format, so not publicly available. IOSH members who wish to review and comment on the draft can access it, and the guiidance on 'interested parties' is quite helpful - though personally I'll suggest some minor improvements.
Clearly, what ISO 14001 says re environmental interested parties has some relevance, but the elements of the environment that are potentially affected can't speak for themselves, so there will be more groups for H&S. Until 45001 is publicly available, the guidance in OHSAS 18002 is a starting point.

I'm just putting together a very basic list of people who might be interested in what we do, ie HSE, Environment Agency, LA, Customers, Fire Brigade, etc
I have literally listed them, said what they may have an interest in and then put some details that cover how we deal with their area of interest.
Having said this, I'm not certified yet to ISO 14001:2015 (only to the previous version) so I could be doing it completely wrong!
And I think it's perfectly fine to ask about ISO 14001 on here because a lot of us have certification to the dual standards of OHSAS 18001 and ISO 14001 but 18001 is not currently an ISO standard, not covered by Annex SL and, therefore, does not need this information. However, as a good starting point, add everyone in for H&S as well as E because that way when ISO 45001 does come on line you will already have it covered.

ISO 14001:2015 (and proposed ISO 45001) is based on Annex SL – the new high level structure (HLS) that brings a common framework to all management systems.
This is expected to :-
- keep consistency, align different management system standards, offer matching sub-clauses against the top-level structure and apply common language across all standards.
- making it easier for organizations to incorporate their environmental management system into the core business processes and get more involvement from senior management
