Hi all 

looking some advice on the cold calling of HSE inspectors on site 

for example 

when a HSE inspectors arrive on site by law do they have to inform the site manager that they are onsite?

as i am having the experience of the HSE inspectors arrving onsite and not informing the site manger?

Don't know about "by law" but if there are clear notices stating that "All visitors must report to...on arrival" then the Inspector is breaching one of your safe systems of work, but equally, it could be asked if they can get on site with no one noticing, how secure is the site and how is the safety of the general public assured?

Hi,

Extract taken from the HSE Website:-

“Inspectors have the right of entry to your premises as well as the right to talk to employees and safety representatives, and exercise powers to help them fulfil their role”.

In my experience on large projects, Inspectors always arrived at the site entrance, announced themselves and then waited for the appropriate site based person to escort them as they so wished.

Inspectors can walk straight in if they so wish especially if they have concerns about non-compliance.

Attitudes and style of working varies with Inspectors.

Also beware of 'bogus' inspectors. either salesmen, competitors or those up to no good.

Always ask for credentials. The HSE Inspector should be showing you his without you having to ask.

It should not just be ID but a warrant card stating that the holder is an HSE inspector with all the legal powers that entails. Apoprently the HSE have been recruiting cut price bods who are not real inspectors to go and visit sites etc.

In my experience they have always announced themselves.

It could be said they have not been informed of any hazardous activities on site which may pose a hazard to them!!!!! ha ha!

On a serious note, they have always announced themselves at the site managers office, even if they do have th ephotgraphich evidence they need from whilst they where outside the site perimeter.

As an ex inspector, I can tell you that an HSE Inspector will not wander around site unanounced.

The only exception being if there is a matter of serious potential harm that requires immediate attention evident as you enter site, in which case that would be dealt with as a priority, before seeking the responsible person.
