It has been put to me that somewhere within regulation there is a requirement for the apposing curtain to which is being loaded (side-loader) has to be closed. In other words at least one side curtain must be closed during the loading process. 

I suspect this is more a local decision based on a risk assessment rather then any clause in regulation.

I have trawled through various ACOPs and guidance but have found nothing that substantiates this.

Am I missing it somewhere?

I was in the same situation a couple of months back. I tried to find guidance relating to this as a result of a near miss but I found it difficult. I introduced the same system as you're speaking about where one side needs to be closed when loading / unloading. Like you mentioned, this decision was based on a risk assessment and the severity of the near miss. If I come accross anything in the mean time, I will be sure to PM you.
