CSCS cards not required for non-construction workers?

For me, the whole scheme remains farcical and the listing of trades/specialists removed from the scheme seems arbitrary. There are several specialists listed who will be working hand in hand with other construction workers?
Is a health and safety adviser a "construction worker"?
Anyhow, the scheme isn't mandatory - let's be thankful for that!

But when a client or PC define it as mandatory in the site rules then it is mandatory whatever anybody else may say.

Thanks for your replies.
I have looked at the list but it doesn't really help me - I am interested in whether people delivering kitchen/bedroom units to site should have CSCS cards. I see that it includes hauliers in the list, but am not sure whether this includes offloading or just people driving lorries on to site....anyone come across this and know the answer or could point me in the right direction?

As Ron says, it's a farce. The link cited in this threads show just how farcical - https://www.cscs.uk.com/news/why-a-100-carded-workforce-isnt-always-100-right/ says "CSCS cards are intended for construction related occupations only.", and this is the reasoning why they abolished the construction related occupations card! So apparently they dropped the CRO card because cards are for CROs. In my opinion, someone offloading a lorry is not a construction operative (skilled or otherwise), and my interpretation of CSCS aspiration is that such people would not need a card. The problem is that my opinion (or yours) is substantially irrelevant. All that matters is the opinion of the person writing the policy for the site you're attending. If that person thinks that everyone coming onto site needs to have a CSCS card, then that is all that matters. We try and get a CSCS card for everyone in the company who ever goes onto site, because of the aggro when you come across a site that thinks it mandatory. If you can get your people a card, I'd do so. If getting a card means lots of work (like, getting them a NVQ in construction) I'd do without. Incidentally, I don't think you can get Haulier any more - that's a CRO that's been dropped. See https://www.cscs.uk.com/...st3_11.05.2017.pdf which might actually be all you need - it clearly states "The below occupations no longer require a CSCS card to access site" on a nice page with a CSCS logo, and lists 'haulier'. You could try brandishing that at the people that want your people to have CSCS cards.

The 'Visitors' card is still available for those who need a card to gain access to site but aren't doing any construction work.

Lets face it CSCS cannot be made mandatory by anybody other than a client or a PC within the context of site rules. The site rules are required under specific CDM requirements and therefore what they state for any site becomes a legal necessity for that site.

A difference also applies to tax where construction workers are treated differently [worse] to others in the same work location!

We are having no end of trouble with this. We install IT equipment and used to use CRO cards. These have now been replaced by ECS, for which you need a whole host of qualifications that aren't actually required to do the job. ECS is a farce. They don't know their backside from their elbow. We are left with no solution to get our teams on site. We use 75% temps every year and we simply aren't going to be able to get them on site.

I’ve had a CSCS card since the inception of the scheme, I’m
now on a professionally qualified person white card.
I think the whole scheme has lost touch with the origins of
why it was actually set up for. It just seems like a money making scheme rather
than addressing competency and minimum standards etc.
