No idea what you mean by the 'pre' bit.
But any products supplied claiming compliance with a EU Product Safety Directive e.g. machinery directive or ATEX directive, Pressure Equipment (PED) directive require a Technical File to show how compliance with the Essential Health and Safety Requirements have been satisfied, also technical drawings, data sheets etc.
Then a Declaration of Conformity is made by whoever is placing the product on the market and hence fixed a CE mark to the equipment/product.

Not sure there was anything pre 1995 when the original (Moving) Machinery Directive landed seem to recall a lot of furious research to understand what the business had to undertake to comply.
If you were lucky you got a set of drawings (mechanical & electrical) and an operating/maintenance manual http://www.hse.gov.uk/work-equipment-machinery/new-machinery.htm
