On site, a company supplies resource to another company who manage that resource, an accident occurs in which the resource gets injured and is off work with a borken ankle who as the responsibility to report the RIDDOR, the employer or the company whom the resource is woking for?

Is the other company, managing the resource, "in control of the premises"? More correctly what do the terms of this employee being made evailable by the employer to the manager state? In the absence of clarity always default to employer reports

In terms of contractors working on site under us i.e.an FM company. The FM company will always report. Same with other contractors i.e. metering etc. what becomes tricky is agency workers but we would report those ourselves as we have more control over the works they are carrying out, the environment they are working in and the procedures they are working to.

I would go with whoever is paying the wages as being the one who reports

RIDDOR is quite clear on this: If you are an employer, you must report any work-related deaths, and certain work-related injuries, cases of disease, and near misses involving your employees wherever they are working.

I would say the P.C. should report all RIDDORs unless it is an over 7 day event wherby I think the employer is best placed to do so.

As stated previously RIDDOR is clear and it is ultimately the parent company who reports the accident.
However, they should be communicating with the other company as part of the accident investigation to ensure clear lines of responsibility for the RIDDOR reporting and investigation itself.
