Hello All,

I have a question regarding the DSEAR Regs.

Regulation 5 covers the requirement for employers to conduct risk assessments for substances and record significant findings.  Previously I have managed this through the use of a site report / assessment undertaken by a specialist.  This document covers significant hazards and control methods in place along with area classifications. 

Recently I have seen DSEAR 'Risk Assessments' these seem a duplication of COSHH and others and I wonder the need for them.. do I need to complete a separate risk assessment for these substances or is the study method acceptable?

If you showed me a DSEAR assessment that looked like a COSHH assessment I wouldn't be very pleased. Your DSEAR assessment must cover what Reg 5 says it must consider - obviously!!. Material/physical properties. Identify ignition sources- electrical/mechanical (BSEN1127 as a starter), work activity ignition sources. Identify the Atex rating of electrical equipment in your hazardous areas. Identify mechanical controls to prevent leaks/vapor emissions. Depends much on your particular DSEAR processes/activities. Your don't say what they are. More information required.

Ian,

My point was that in doing area studies the key requirements of Reg 5 are typically covered;

Work processes, Amount of substance, other activities, likelihood of explosive atmosphere occurring etc.

I don't see why I need to provide more information, I was talking in general terms.  Is there a requirement for a specific assessment or does the study typically satisfy the requirements from Reg 5.

Without seeing your RA and workplace, as previous it's hard to say if it's suitable. Are you satisfied it covers Reg 5? What standard was used to undertake the hazardous area assessment? There are 2 or 3 different standards/methods to hazardous area classification. If you send me your document, with a better description of what you do I could comment further. I do a lot of DSEAR. I work in the oil and gas industry. Sent you a message

The two assessments are completely different one involves the health hazards to people working with it the other is the hazards associated with processing it. But as Ian as said we can't be specific on this forum as we have no access to your work place or the processes involved or names of chemicals used.
