Is an accident on the way to the workplace in a company hired vehicle (first thing in the morning) considered work-related under RIDDOR?

Road traffic accidents are not normally reportable under RIDDOR irrespective of the injuries or in relation to work activities.

My definition is if you are commuting to your normal place of work then no, but if you are traveling to a site visit or to somewhere else then you are at work.

For me as the H&S manager for a charity, if I'm travelling to the main office then I'm not technicaly at work. If I'm visiting 1 of our many properties, even if travelling from home then I class myself as at work

As stated by Zyggy RTI's are not reportable under RIDDOR if they occur on a Public Road regardless if they have 7 Days off as a result.

Road accidents are not RIDDOR reportable unless they involve someone actually working on the road eg someone cutting a roadside hedge or verge gets struck by a vehicle. Simply travelling, even if it for work, does not come under RIIDOR.

Yes, agree with others, it doesn't matter if they're commuting or travelling between sites in a company van, its not reportable.

Further thought: even though it is not RIDDOR reportable, you of course, still need to investigate the accident. Look at:

  • The driver, was he doing something wrong, was he under the influence, using a mobile phone etc.?
  • The vehicle: was it up to the job?
  • The process i.e. driving; was the driver working too many hours or driving in bad conditions etc.

A. No. The accident should be reported to the police, who have primary responsibility for enforcing road traffic legislation. Most injuries resulting from vehicle movement on public roads are not reportable under RIDDOR.

Even if the IP was travelling between sites- it's still not reportable under RIDDOR.

Not reportable as it is a RTI as others note unless they are working roadside ( As per A Kurdziel’s post) or loading / unloading a vehicle.
