Just wanted to see if anyone else has had this issue and how it was resolved.....
Ultimately we want to carry out an open air event on a large pier - no risk of fire - concrete structure with no sources of ignition. There is one building on the Pier, a light house however there would be no one in or near that.
The times we live in obviously Terrorism is a concern and we'd have vehicle mitigation, bag checks, security etc.
It is a typical pier one way on and the same way off. I am receiving conflicting information I am being advised that as one direction of travel no more than 60 people, then I am being told buiding regs would let me have just over a 1000 and using the green guide I could get over 4000.
I know its a long shot but has anyone faced similar issues in the past? How was this resolved?

This may be an external concrete structure with one direction means of escape, but what risk are you mitigating here? Iwould suggest there are so many unknowns, its difficult to pick a number out of a hat Fire risk seems pretty low, but crowd surge is perhaps the biggest issue. Is that a risk? Alcohol involved? Type of occupancy? (pensioners listening to a brass band or punks pogoing?). Then there's exit withs, whether there are trip hazards (single steps) and consideration of how those leaving the pier will discharge into the surrounding area?
Railing on piers can be old and not designed for 100s squeezing up against them. Placing barriers inside of the railings may reduce that risk, but create a reduced exit width. Wardens?staff numbers & training? Emergency lighting? Raising the alarm?? I wouldnt make any guess blind on a discussion forum on this one
