Are past NEBOSH Diploma exam papers freely available to download? I am after the January and July papers for 2017.

Apparently not any more. NEBOSH stopped publishing them some time ago to reduce the reliance on rote learning but still do publish examples and guidance, if you don't yet have it go to: https://www.nebosh.org.uk/Default.asp then 'students' then find the Diploma page.
