HSG195 used to be the go to for events safety and then it was replaced by the Purple guide this was sometime ago I know but it still really bothers me that you have to pay to acess the guidnece to comply with the legislation. What a swizz! Its ridiculous and its crap like this that gives health and safety a bad rep! How can the HSE endorse this?

I know what you mean it annoys me as well – but this is not
the only one, if you want any of the LPG guidance you have to purchase it from
UKLPG, if you want water quality standards for swimming pools you buy it from
PWTAG and so the list goes on. It’s because they are produced by the respective
industry bodies and not the HSE anymore. And don’t get me started on the cost
of British Standards! (Typical Yorkshire man’s response!) I know a number of
Local Authority Inspectors and even they have to buy the guidance if they need
it!

Firstly you do not need to buy this comply with legislation. Legislation per se is still free. You only need to pay for guidance which is produced by independent non-governmental bodies. Surprisingly these do not work for free but need to cover their costs hence the cost of buying these documents. British Standards are probably too expensive but again the BSI is expected to cover its costs and does not get any taxpayers money as a subsidy. There was a time not so long ago when if you wanted an HSE ACoP and the like you had to pay but then they became available for free via pdf download, which is nice. Some of this stuff is available via subscription services for example via a local technical library but of course you have to pay the library subscription.

I feel the pain. As a manufacturer we need to purchase a certain BS ISO standard which is a bit annoying in itself when the only reason we buy it is to ensure our products are compliant and technically correct (we get charged for the privilege while less conscientious manufaturers wouldnt have the faintest clue about the regulations). The thing that annoys me is when we then get charged an extortionate amount for each (minor) amendment to that Standard (currently 8 ammendments so far) which you cant even preview to see if it is worthy of purchasing. Would be nice if you you were simply sent the amendments FOC after you have made the initial purchase. Rant over lol
